Everybody knows that you can go back in time but you can't go forward... he must be a first-time time traveller.

Yup. The thing about time is that you can't create a paradox.

See, we are all born in our timeline but if we go back in time then the moment we arrive then that timeline branches off and becomes a new timeline.

So if you went back to 1900 and killed your great grandfather you would not disappear or not be born because it would have no impact on the timeline you came from.

And let's say you travel to 1900 then you create a new timeline and when you go forward you'll go forward in that new timeline. You'd never be able to return to your own timeline.

For all we know when this guy arrived from 6491 he created an alternate timeline and we're in it.

So in the original timeline Hillary might be President, Notley might be PM of Canada, and Putin might have been killed by the Ukrainians.

Or maybe Justin Bieber would be PM of Canada?

Of course, that might be an improvement.
