1) Yes. Not that they are directly related. The Liberals inherited a Fiscal Mess that threatened the Nation with Insolvency. You can't dick around in that situation, everything was Cut to the Bone, including Military Spending.
Increased Military Operations were not Canada's idea, but the actions of Nato/UN. We have obligations and did our part. However, we needed to address the Fiscal situation despite the Military commitments
2) I'm not really sure why Trudeau downsized(perhaps it was Ideological), but it was likely also due to the Fiscal situation. The whole mess that came to a head in the 90's started off in the 70's while Trudeau was PM. He wasn't stupid and knew that Deficits are a bad thing, the Military was a good way to cut expenditures.
It's pretty much Moot regarding the timing of it. The Soviets wouldn't have invaded Canada in the first place and if they did Canada would have close to zero chance of defeating them alone in the second place. The Cold War had dragged on for 2 decades already and consisted of Words and a few conflicts fought in the Third World. There was no significant role or threat to Canada alone. We were more worried about Nukes flying both ways over our Heads and a feeling of helplessness over that reality.
