That original article isn't really clear on what's actually happening here. Here's another one, and a video.

Teachers and accents aren't usually an issue, unless of course they are teaching a language other than their own.
The Arizona Dept. of Education is set to evaluate teachers to ensure they are meeting the state and federal requirements for teaching English to their students.
Teachers who are not fluent in English, who have a heavy accent, or do not speak grammatically correct will be temporarily reassigned, reports FOX news.
Arizona voters passed a referendum in 2000 that made it law for educators that only teachers who are fluent and knowledgeable in the English language, and able to speak it without a heavy accent, be permitted to teach students the language.
The reasoning behind the crackdown is to ensure that students are not impaired in their learning of the language, and will have an equally competitive advantage in the American job market when they graduate.
Many school districts offer community college classes to help teachers increase their fluency in the language.
As the parent of a child with a hearing impairment, we had to have our younger children attend speech classes for a period of time to correct their mimicking of their older sister's speech, which they adapted as they grew up.
There are similar concerns with children learning another language, which is why the No Child Left Behind Act addressed language teacher and learning issues, as well.
No word as to where the teachers who are not in compliance will be reassigned.

So, as I understand it that's actually an old law brought in by referendum in 2000. They're just reviewing to make sure it's being enforced.
