Same argument. We can spend $1000/month and give this guy a place to live. Or, we can give him $500/month and he will spend $250/month on a room and have $250 for food and cigarettes and booze or whatever makes the day bearable to him. He's happier, and I've only had $500 taken from my wallet instead of $1000.

Both need help but not the same help.
