Becasue the treaties have to be negotiated with the First Nations. There's over 200 in BC alone (although we do have, by far, the most). The land claims overlap, and the process is intensely complex and litigious. The lawyers are making a killing. Some of the bands have an interest in settling, but many others do not. Even after they are signed there are still residual obligations on the Crown, so it's not like the problem goes away.

The path of least resistance for government is the status quo.

Jesus fuck, what's wrong with you. I'm no defender of the natives, but that's how negotiations work - the govt gives the band cash and the band surrenders claims to land.

The fun part comes when the band decides that because they're Natives the sale doesn't apply to them and they don't have to abide by a legal bill of sale. But they won't have to give the money back either of course, also because they're Natives. Special people = special rights.

Yup, a big ship side grey one. and to be honest I didn't notice that stuff it all that much when I was in the middle of the Pacific because the only news we got came over a teletype and most of that turned out illegible.
