Not only is it the right thing to do morally, that money would have been a long time coming anyways, and it is an investment into future stability in the region, which benefits everyone.

What was the point anyways? Did anyone in the government that loaned them the money ever really expect to get it back? We should have sold it off to a collection agency so they could phone Haiti at 3am and demand payment.

Although I am not sure of the specifics in this case, money in this manner is usually loaned out through The World Bank, of which Canada has interests in. For Canada's part of the loan, it totals up to 2.3 million. Haiti probably received far more then this insignificant sum (on the scale of rebuilding an infrastructure in a war-torn, improvised country).
It was not loaned by anyone specific in the government per se, but it can be forgiven by a government, saying that the no longer require the repayment of there part of the loan.
The problem with news articles is that they cannot, by there nature of small factoids of information presented in brief segments, cover the background information that is useful in understanding the topics at hand, like the specifics of who Haiti incurred its debt to Canada. That is not their purpose.

I think we have better things to do with 2.3 million dollars than giving it to them, what a waste.
Send them a couple of containers of Tim Hortons and call it a day.

What's even more astounding is that we would provide 2.3 Million to a country to supposedly get on its feet but we give away BILLIONS to car companies and banks who just flush it down the toilet and give the executives hefty bonuses!

I definately don't like having to defend governmen bail-outs, but at least that money stays in Canada for the most part. Even dirtbag executives buy things and pay more taxes in Canada than those folks in Haiti.
