Chretien did find the money to send the CF to every single backwater that needed a few peacekeepers though didn't he? Perhaps if we scaled back deployments we would have had more money for necessary equipment?

Every department suffered under the cuts, not just DND. And as the largest department, it's unrealistic to expect that DND wouldn't suffer any cuts, while health care, education and everything else was getting hammered.
I would have expected the CF to take cuts, but I think they took more than their fair share considering all the deployments they had to do.

Had Mulroney spent a large part of those huge deficits on the DND, I could forgive him, but he never spent much more than Trudeau ever did. As for Trudeau, he did exactly what Harper's doing now, promising big every once and a while, then cancelling most of it after everyone has forgotten his promises.
You won't catch me defending Mulroney. I don't recall Trudeau promising the military much of anything.
