Bush's envisioned missile defence interceptors were separate from the Patriots missiles, which have a shorter range and have not provoked Russian anger as greatly as the missile defence plan had.
Different animal altogether, which explains why Moscow isn't too torqued up about this yet. One wonders what would have happened with the global anti-terror campaign, and whether or not Iran would have gotten so belligerent over the last few years, if Bush hadn't pissed in the Russians faces by tearing up the old ABM treaty. Add Russian aid into the situation, instead of giving Russia reasons to lean towards the enemy side, and the entire scenario today might have been completely different than the quagmire it's turned into.
