Hurricane Maria smashed into Dominica with 260 khm winds, ripping the roof off even the prime ministerï¿½s residence and causing what he called ï¿½mind-bogglingï¿½ devastation Tuesday as it plunged into a Caribbean region already ravaged by Hurricane Irma.
