He probably should not have been allowed to form a new company until the investigation into his last company was complete.
Technically, he hasn't. He's 'lent' his trucks to a friend, and is working for that friend.
He's within the rules, it's just that the rules suck.

This what you get when a government spends decades in office complaining about 'over-regulation' and puts as few regulations in place as possible to grow the economy.
Of course, the flip side of heavy regulation is that companies cannot open for business (see Edmonton and Calgary of late).
Just once, it'd be nice to see a middle of the road path on stuff like this.
