I can understand him being upset, I would be too, but it sounds like he went into the shura pissed. That is something that makes me pretty uneasy about him. Going into meetings with a cloud of anger overhead is not a good way to lead.

Sometimes it's a good thing to shake up the status quo. These people have to be held to their committment to co-operate with the military. In this case he got his message across pretty clearly, and got results.

Depends how Afghan culture is setup for confrontations,
and of course what really happened at that meeting.

    Stereotypes:

You can have a normal conversation with a German, and he will understand.

You have to yell at a Spanish or Italian before they recognize something is wrong.

You have to whip a Russian to get him moving.

    Afghans ?? who knows.....

But lets face it, whats been done hasnt been working to our advantage,
    so something needed to happen.

A suspect was offered up 20 minutes after the meeting...something must have gotten through.

Someone probably handed him over after the meeting. Word gets out quicker in Afghanistan that in a high school clique.

While effective, this could be setting a very dangerous precedent.
