Why give them a European vacation? They should have to volunteer as a tour guide and usher at the National War Cemetary in Ottawa. Escort families to the gravesites of their loved ones. That might actually get the point across eventually.
Just kick who ever did this out of the country, don't want to respect our war dead or the memorials dedicated to them then you not a Canadian. Theres no excuse or reason for this.

This would be a total of 32 hours per week penance. The offenders get 2-4-1 IF they joined the military cadets/reserve. Failure to comply with requirements of penance would result in 12 months Military boot camp!
