Two Vancouver Island men have been charged with animal cruelty after what the SPCA alleges was a horrific death for a horse.

If convicted, they could each face a fine of $10,000, up to five years in jail and a prohibition on owning animals in the future.
So, in other words, nothing...if convicted.
