I say do nothing, seriously, if you are that stupid to huff propane you deserve to have your face blown off. You wanna know why I didnt huff gas, glue, propane or canned air? I was smart enough to know, "hmmm this could kill or injure me, I think I will goto the park and play instead" or " Shit if my parents ever found out I even though about doing that I would never hear the end of it or see sunlight again."
A week and a half earlier, another girl, involved in a similar incident in Southend, burned her face after the propane ignited.
See, the girl was perfectly innocent. The 'propane ignited' all on its own...just like how guns magically 'go off' all on their own. Blame the inanimate object, not the idiot who's abusing it...yep, that's the ticket.
This is actually very common for native reserves. If it's not propane, then it's garbage bags full of gas, a shot glass of aftershave or a pipe of crystal meth
The problem is that they hear about there past see nothing in their present and can't bear to imagine their future.
I think, that they think, that they are the past and not the future. A horrible prospect for a child.
And something has to be done to save the lot of them. No idea what though. It's one of those things that keep me up at night.
I lived and worked in a fly in community in northern Manitoba for a few years, so I'm quite familiar with 'conditions' on a rez. People have to take charge of their own destinies. In many comparably sized communities in the south, you various businesses and skilled trade persons. This isn't the case in many of theses communities in the north, or even the south. Any work, no matter how minor, has to be contracted out. This isn't always the case, and their are noteworthy exceptions. But in those cases they have a proactive chief and council who tell people to get off of their ass and take charge of their own lives.

Dear Non Native Canadian, If it wasn't for your evil propane our children would still be running naked through the buffalo herds, picking berries and farting rainbows, but, because of you, they're huffing propane, doing Michael Jackson impersonations and asphyxiating themselves in what passes for entertainment on our reserve.
So, since this whole problem is caused by your and your ancestors, give us more tax dollars which, as proven in the past, will fix this and all our other social problems.
I demand a propane tank registry, licensing for propane tank owners and propane tank safe storage laws.
