There's something to be said for keeping charges in reserve. If this trial gets somehow botched, they've got more the can hit him with on which jeopardy hasn't been attached.
If he hasn't been charged with the murder of the little girl, though, that is a shame. Though there may also be some procedural element that separates issues dealing with federal employees from civilians. The law is a strange beast.
