HIV rapist wanted in girl's kidnapping

Cops say a convicted rapist who is HIV-positive is wanted for kidnapping a 10-year-old girl from Deerfoot Mall Thursday night. A massive manhunt is now underway for John Francis Dionne, 43, of Linden.

How the f**k can a registered sex offender receive a speeding ticket, and have a 10 year old girl in the car, and the bells and whistlers don't go off while the cop has him stopped.

What the hell was this guy doing out? Maybe the sex offender tag doesn't pop up when the cop stops the guy. Either that or that cop screwed up big time. Thank God she's alive.

Why was this guy even allowed out of jail. He has a long history of violence and rape against women. perhaps its time for Canada to look at a 3 strike law.
