As the price of gold rises, deposits that were unprofitable 5 or 10 years ago are becoming worth exploiting. We're seeing the same thing in Canada.
Their fear seems to be born out of ignorance, they need a mining major to show them how to make some coin in a primary industry. At some point you have to quit making pennies off of touring people around the ruins of your formerly grand civilization and build something new.
