My guess is a copycat. I just hope the police officers and the innocent bystander are going to be alright.

But, if I was to make an educated guess it would be that the perp is another mentally ill person who some woglodyte managed to convince had a chance for heaven and 72 virgins when the reality was something totally different.

I also suspect with the number of mentally ill people wandering the streets with little or no support network and gov't assistance that we're going to see more of this type of crap before it's over.

But if mentally ill attackers is the best ISIS and the other terrorist networks can do, then our security measures and collective awareness draconian as they may seem have been alot more effective than some thought.
