Challenges abound in retrieving NTCL barge adrift near Russia

Russian relations, maritime law, and a weakening satellite locator are some of the roadblocks facing NTCL as they attempt to retrieve a barge that went adrift last fall and is now 40 kilometres from the Russian coast.
